The Russian government has proposed to increase the fee for issuing a foreign passport from 5,000 to 6,000 rubles. This proposal is contained in amendments to the Tax Code submitted to the State Duma on 8 November.
Amendments were tabled for the second reading of the Bill. The fee is expected to increase from 1 January 2024.
The cabinet also proposed to increase the cost of acquiring a foreign passport for children from 2,500 to 3,000 rubles, a residence permit for foreigners from 5,000 to 6,000 rubles, registration of a foreigner at the place of residence from 350 to 420 rubles, and a temporary residence permit from 1,600 to 1,920 rubles.

The cost of issuing a regular document with a validity of five years is expected to rise from USD 30 to USD 35 and a biometric document with a validity of 10 years from USD 80 to USD 90.
In May, State Duma deputies passed the third and final reading of a bill setting out the grounds for invalidating Russian foreign passports. According to the approved rules, the reasons for approving the document as such will be its loss, a change in the owner's surname, first name or patronymic, as well as information about the date or place of birth, a change in gender, a change in the surname or last name of the passport holder, and the expiration of its validity.
