A spokesperson for the Chinese Ministry of Commerce, regarding the preliminary decision on the anti-subsidy investigation into dairy products imported from the EU, stated that on August 21, 2024, at the request of the China Dairy Industry Association and the China Dairy Association, the Ministry of Commerce of China initiated an anti-subsidy investigation concerning dairy products imported from the EU.

Following the filing of the complaint, the Ministry of Commerce has always conducted investigations based on fairness, impartiality, openness, and transparency, in accordance with Chinese laws and regulations and relevant WTO rules, and has fully protected the rights of interested parties. Currently, preliminary evidence suggests that there are subsidies on dairy products imported from the EU, and that the Chinese domestic industry has suffered significant damages, with a causal link between the subsidies and the substantial damages.

According to the relevant provisions of the Anti-Subsidy Regulations of the People's Republic of China, the Ministry of Commerce of China issued a preliminary decision on December 22, 2025, determining that the subsidy rate ad valorem for companies from the EU was set at 21.9% to 42.7%, and a decision was made to implement provisional countervailing measures.
