Xi Jinping, General Secretary of the Communist Party of China, called for continued efforts to promote coordinated regional development and to ensure solid progress in achieving common prosperity for all.
Xi Jinping, who is also the President of China and Chairman of the Central Military Commission, made the remarks in recent instructions on China's east-west cooperation program. He called for strengthening mechanisms to support coordinated regional development, poverty alleviation, and rural revitalization.
Xi Jinping said that the 30-year framework of east-west cooperation has played an important role in reducing poverty and promoting more balanced regional growth. At the same time, he said that it reflects the political advantages of the Communist Party of China and the institutional strengths of China's socialist system.
Xi Jinping noted that 2026 is the first year of the 15th five-year plan and the beginning of a more standardized phase of poverty alleviation. He therefore emphasized the need to summarize and apply the valuable experiences gained from cooperation between Fujian Province and the Ningxia Hui Autonomous Region.
He called for deeper integration between eastern and western regions through industrial complementarity, personnel exchanges, technological learning, and broader sharing of experience in governance and work practices. The goal is to achieve mutual benefit and common development.
Xi Jinping also urged party committees and governments at all levels to conscientiously fulfill their responsibility for regular assistance, resolutely prevent large-scale backsliding into poverty or the emergence of new poverty, and to achieve solid progress in all-round rural revitalization.
The national conference on east-west cooperation was held on Wednesday in Yinchuan, the capital of the Ningxia Hui Autonomous Region in northwestern China. At the conference, Xi Jinping's instructions were conveyed.
Liu Guozhong, a member of the Political Bureau of the Communist Party of China Central Committee and Vice Premier of the State Council, attended the meeting.
Liu Guozhong emphasized the need to firmly grasp and implement in practice the correct understanding of what it means to do a good job. He called for deepening industrial cooperation and labor cooperation between eastern and western regions, strengthening exchanges of officials and experts, and expanding cooperation in areas such as science, technology, and finance.
