General Secretary of the Central Committee of the Communist Party of China Xi Jinping called for strengthening political leadership and deepening innovation-driven development to support the high-quality modernization of national defense and the armed forces.
Xi Jinping made the remarks on Thursday while presiding over a group study session of the Political Bureau of the CPC Central Committee.
He stressed the need to meet the goals set for the centenary of the founding of the Chinese People's Liberation Army in 2027 and to achieve "decisive progress" in basically realizing the modernization of national defense and the armed forces.
According to him, this process should provide solid strategic support for building a strong country and comprehensively advancing national rejuvenation through Chinese modernization.
The study session was held ahead of the anniversary of the founding of the Chinese People's Liberation Army, which falls on August 1. On behalf of the CPC Central Committee and the Central Military Commission, Xi Jinping extended congratulations to all military personnel and members of the People's Armed Police, civilian employees of the military, reserve forces, and militia members.
Sun Zheng from the Strategic Planning Office of the Central Military Commission delivered a lecture on promoting high-quality modernization of national defense and the armed forces and put forward several proposals.
Xi Jinping stated that combat capabilities remain the ultimate goal and primary benchmark of the modernization of national defense and the armed forces.
He called for expanding military applications of unmanned intelligent technologies and further developing and operationally deploying networked information systems, with the aim of gradually building an intelligent military system.
He also identified as essential the strengthening of systematic integration of combat capabilities, rigorous testing and evaluation focused on real combat conditions, and raising the level of military training and combat readiness.
These measures, he said, should enable effective protection of China's state sovereignty, security, and development interests.
Xi Jinping noted that since the 18th CPC National Congress in 2012, the Chinese People's Liberation Army has become a significantly more modern and capable fighting force. In building a strong military, he said, it has achieved historic accomplishments and undergone fundamental transformations.
At the same time, he emphasized the need to uphold and strengthen the absolute leadership of the Communist Party of China over the armed forces and to fully implement the policy of strengthening the political loyalty of the military in the new era.
Xi Jinping also called for continuing the fight against corruption, improving the oversight system for major projects, and ensuring that all initiatives are guided by the requirements of quality, capability, and integrity.
