Chinese President Xi Jinping has stressed the need to adopt high standards in the construction of the Hainan Free Trade Port (FTP). He made the remarks while listening to a report on the construction of the FTP in Sanya, in the island province of Hainan in southern China. Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, described the building of Hainan FTP as a crucial policy for comprehensively deepening reform and opening up in the new era.
The President called for the thorough study and implementation of the principles of the Fourth Plenary Session of the 20th Congress of the Communist Party of China and the achievement of the development goals of the Hainan FTP through coordinated and purposeful actions. The Hainan FTP will launch the island's special customs operations on December 18, 2025, which Xi described as a significant step by China towards a high level of openness and promoting the development of an open world economy.
To achieve these ambitious goals, it is necessary to fully implement the Hainan FTP construction master plan, implement the Hainan Free Trade Port Law, and build a policy and institutional framework commensurate with the high level of the FTP. Xi called for further expanding institutional openness, liberalizing and facilitating trade and investment, and better facilitating the cross-border flow of production factors.
The President also stressed the need for the development of open mechanisms for talent, reform of the administrative system and the promotion of a cutting-edge, market-oriented, legally based and internationalised business environment. Building Hainan FTP with high standards is to contribute to the high-quality development of the province and promote a new national development model.
Hainan should focus on its strategic position as a pilot zone for reform and opening up, a national pilot zone for environmental protection, an international tourist and consumer destination, and a service zone for key national strategies. Xi stressed the need to develop a modernized industrial system, promote the upgrading of leading industries, and integrate technological and industrial innovation to achieve breakthroughs in the development of new high-quality manufacturing forces.
Hainan should play a leading role in promoting the openness of high standards through coordinated development with the surrounding Guangdong-Hong Kong-Macao Greater Bay Area, deepening regional cooperation with the Beijing-Tianjin-Hebei area, the Yangtze River Delta and the Yangtze River Economic Belt, and integration into the Belt and Road Initiative. Xi also stressed the importance of the province's ecological benefits, the improvement of the living standards of residents and the gradual progress toward common prosperity.
The President pointed out the need for development while maintaining security and scientific, orderly opening of Hainan with effective detection and prevention of potential risks. He also stressed the importance of strict party self-rule, the establishment of a sound political environment and the elimination of corruption.
Xi urged Hainan to closely monitor Typhoon Kalmaegi and take concrete prevention and emergency measures to minimize damage. The meeting with the working rapporteur was also attended by Cai Qi, member of the Standing Committee of the Politburo of the CPC Central Committee and Director of the General Office of the CPC Central Committee.
