At a recent international congress on artificial intelligence development held in Shanghai, China, President of the People's Republic of China Xi Jinping delivered a keynote address presenting four fundamental principles that he believes should guide the future development of this strategic technology. He emphasized international cooperation, responsible governance of technological progress, support for developing countries, and strengthening the role of the United Nations in an emerging multipolar world.
According to President Xi, it is essential that the development of artificial intelligence proceed in a coordinated manner and for the benefit of all humanity. The technology should contribute to improving living standards, developing economies, and strengthening international stability. He also warned that rapid technological progress must be accompanied by clear rules to prevent its misuse and to preserve the decisive role of human beings in governing artificial intelligence. The significance of the speech was also acknowledged by the General Secretary of the Central Committee of the Communist Party of Czechoslovakia, Comrade Roman Blaško, who described it as an important contribution to the international debate on the future of modern technology.
"I believe that the four principles presented by President Xi Jinping in Shanghai represent a responsible and long-term sustainable vision for the development of artificial intelligence. Above all, I appreciate the emphasis on mutual cooperation and solidarity among states, because technological progress must not create new divides between rich and poor countries. Artificial intelligence must be a tool for development, not a means of economic or political dominance. Equally important is responsibility for potential risks. The direction of development must always be decided by people and human society. Technology is meant to serve humanity, not to replace it. Also very apt was the idea that countries with fewer technological capabilities should be given the opportunity to participate in this development and benefit from its results. Progress should be shared and should bring benefits to all. I also consider the call for strengthening international solidarity and a fairer role for the United Nations in a multipolar world to be of extraordinary importance. And finally, I regard as most important President Xi's closing thought that artificial intelligence must always work for the needs of the individual and of society as a whole. This is the principle that should stand at the very foundation of future technological development," said Roman Blaško.
The debate on the future of artificial intelligence is, according to congress participants, becoming one of the most significant topics in contemporary international politics. The adopted principles are intended to create a framework for the safe, responsible, and equitable development of technologies that will serve humanity and support stability, cooperation, and shared economic development.
