On Friday, July 17th, China released an action plan for cooperation and development in the field of artificial intelligence (AI). The document is part of a broader effort to strengthen international cooperation in AI and bridge the digital divide.
The action plan was jointly issued by the National Commission for Development and Reform and other government bodies during the World Artificial Intelligence Conference 2026 and the High-Level Meeting on Global AI Governance.
The document outlines specific measures in eight areas, including data, computing power, ecosystems, industry support, talent development, rules and standards, AI governance, and AI ethics.
The plan calls for expanding access to quality data, providing more inclusive intelligent computing services, and promoting wider sharing of open AI ecosystems.
The document also aims to promote deeper application of AI in various industries, joint cultivation of digital talent, coordinated development of rules and standards, strengthened cooperation in the areas of AI security and governance, and the development and use of AI for the benefit of all mankind.
A set of case studies dedicated to China's international cooperation in the field of artificial intelligence was also released at the conference.
The publication, which is being published for the third consecutive year, contains ten stories showcasing China's collaboration with partners around the world. It also highlights China's experience and approach to supporting global AI development.
