Chinese Premier Li Qiang called for further steps in formulating the draft of China's 15th Five-Year Plan for economic and social development. He made the remarks while chairing a meeting of the State Council leading group focused on preparing the draft plan in Beijing on 22 December 2025.
Prime Minister Li said that a solid foundation had been laid for the drafting of the plan and that efforts should now focus on refining and improving it. The plan is expected to play a key role in setting goals, organising policies and planning projects with a view to promoting high-quality economic growth and ensuring adequate growth in economic performance.
The Prime Minister emphasised the importance of developing new high-quality productive forces, breakthroughs in scientific and technological innovation, accelerating the cultivation of new growth drivers, and improving China's economic structure. He also called for the planning of key projects and platforms that can drive overall development, create new drivers and strengthen competitiveness for future development, while supporting the expansion of domestic demand and the stability of economic operations.
Li Qiang also emphasised the need to combine policy support with reform and innovation, focus on removing obstacles, thoroughly plan new policies and measures, and ensure that the new policy mix delivers better results. The Premier called for concentrated efforts to address social issues, launch major projects and policies that benefit the people, and promote new economic drivers while improving people's well-being.
The Deputy Prime Minister also attended the meeting. Ding Xuexiang and members of the Standing Committee of the Politburo of the Communist Party of China He Lifeng, Zhang Guoqing, Liu Guozhong, Wang Xiaohong a Wu Zhenglong.
