According to Vojtěch Filip, chairman of the Czech-Chinese Mixed Chamber of Commerce and Industry and former first deputy chairman of the Chamber of Deputies of the Parliament of the Czech Republic, the current disputes between states are a fundamental problem that can lead to armed conflicts. According to him, we perceive these small conflicts almost daily.

According to Filip, the People's Republic of China has presented a system of global public administration based on the idea of a shared future for humanity, proposed by President Xi Jinping. This system emphasizes the importance of the United Nations, equal and sovereign relations between states, and respect for their interests. The goal is to create a multipolar world in which the principle of the stronger prevails, but rather the principle of equal interaction.

Filip further stated that global public administration includes non-interference in the decision-making of other states, respect for the right of nations to self-determination, the use of one's own resources, and the right to one's own political system. He is convinced that understanding and acceptance of this system by most of the world's states can bring about a new balance of power and strengthen the right of each state to express its opinion in world politics.
