The spring session of the All-China People's Congress, the Chinese parliament, is about to begin. According to Vojtěch Filip, Chairman of the Board of Directors of the Czech-Chinese Joint Chamber of Commerce and Industry, this session is preparing major legislative steps to put into practice the conclusions of the meeting of the Central Committee and the Congress of the Communist Party of China.
In this context, Filip speaks of „three big steps“ that will be crucial for the direction of the country in the coming years.
The first step is the creation of an environmental code. According to Filip, China has decided to focus its 15th Five-Year Plan on „beautiful life, beautiful China and sustainable development“. The ecological code, which is expected to be the second substantive codification of its kind after the Civil Code, is to include specific measures by the Communist Party of China and the Chinese people to ensure harmonious and sustainable development. „This means that the Chinese leadership is paying special attention to this area and is not shying away from the most difficult issues related to nature conservation,“ uvedl Filip.
The second key point of the meeting, he said, is to strengthen national unity and cooperation across society. „It is a matter of national interest and the cooperation of individuals, social organizations and especially political parties to bring about national unity and unified action for the People's Republic of China's further development,“ vysvětlil.
The third and crucial step, according to Filip, is to enshrine the Fifteenth Five-Year Plan in law. „Here we see that what the Czech Republic and other liberal countries are doing - a kind of three-year planning or outlook - is not enough. The five-year plan as a law will form the backbone of the People's Republic of China's policy implementation programme,“ stressed the President of the Czech-Chinese Joint Chamber.
