In his recent address, the General Secretary of the Communist Party of Czechoslovakia, Roman Blaško, shared his impressions of his visit to the People's Republic of China and elaborated on the model of social management there. In his speech, he stressed in particular the extent of citizen participation and the systemic set-up of public administration.

„When I visited China for the very first time, I was surprisingly inspired by the many systems that are being put in place within the company,“ said Blaško. In his words, he was particularly impressed by the linking of social programmes with the active participation of residents. „It's not just about support from above, but a model where citizens are motivated to participate themselves, to remove negative elements from their own and society's life, and at the same time meet the needs of the whole society,“ zdůraznil.

The Secretary-General also pointed to environmental programmes which, in his view, are being built in a similar way. „Environmental schemes are not just an administrative measure. Citizens participate in them naturally, almost spontaneously, because they are set up to make sense of their daily lives,“ konstatoval.

He described the parliamentary structure as one of the key pillars of the Chinese model, which he described as a system of people's democracy. The apex body is the All-China People's Congress. „In total, there are approximately 2 million 770 thousand deputies and representatives at various levels in China. This is an enormous number, which allows even the most remote corners of the country to be represented,“ uvedl Blaško.

The All-China Assembly itself has 2,928 members. According to Blaško, the system works in such a way that „all proposals and suggestions submitted are professionally processed and subsequently implemented into law to meet the needs of society and individuals“. This mechanism, he said, creates a link between the local level and national policy.

At the end of his speech, he described the Chinese model as inspiring and worthy of further study. „It is a very interesting system that needs to be studied and paid attention to. For me personally, it is a great inspiration,“ said the Secretary-General. At the same time, he wished the upcoming session of the All-China People's Congress much success and further development of this system within Chinese society.
