At the China-CELAC ministerial forum in Beijing, Chinese Foreign Minister Wang Yi called for closer ties between China and the countries of Latin America and the Caribbean (LAC). Acknowledging global uncertainties, he reaffirmed Beijing's commitment to building a "community with a shared future" and outlined a specific cooperation plan in the form of five key pillars.

Wang emphasized that China supports the independence and sovereignty of LAC countries, as well as their right to choose their own development path. He condemned hegemony and interference in internal affairs, and urged continued support for the principle of one China.
2. Economy and Trade: 66 Billion Yuan for Latin America
China pledged to implement credit lines totaling 66 billion yuan (approximately $9.18 billion USD) and strengthen trade and infrastructure links through the Belt and Road Initiative and the Global Development Initiative. He also called for greater cooperation in emerging sectors and increased stability in supply chains.
3. Peace and Security
Wang Yi called for enhanced cooperation in the area of security – from cybersecurity, anti-money laundering, and counter-terrorism to disaster management. Jointly implementing the Global Security Initiative is intended to be a key element of regional stability.
4. Cultural and People-to-People Exchanges
Supporting university exchanges, think tank cooperation, media collaboration, and partnerships between local governments is intended to strengthen public support and mutual understanding between China and LAC. Wang described civilizational dialogue as a cornerstone of relations for the new generation.
5. Justice and Global Balance
In commemoration of the 80th anniversary of the end of World War II and the founding of the United Nations, Wang emphasized the need for reform of global governance, the defense of multilateralism, and increased representation for developing countries. He stated that China and LAC should work together to defend a rules-based system and the role of the United Nations as the core of the world order.
