The Labour Office of the Czech Republic (ÚP) registered a total of 290 425 job seekers as of 30 November 2024, 1 422 more than in October. The share of unemployed rose to 3.9 % at the end of November. Year-on-year, the share of unemployed was 0.4 percent higher. In November, the Labour Office provided jobs for 24,098 jobseekers, 38.5 % more than in the same period last year. This brings the year-to-date total to 262,125 job placements, an increase of 77 % year-on-year. More and more people are being retrained through the Job Centre, a key activity to help people get better jobs. In November, there were 115 % more retraining placements year-on-year. Since the start of the year, a total of 40,927 people have started retraining from the Jobcentre. The unemployment rate in the Czech Republic is again the lowest in the EU.
There was a very slight increase in unemployment in November compared to October, with 1,422 jobseekers. This is because seasonal work continued thanks to the good weather. Although the ÚP recorded an increase in the number of jobseekers whose last activity was running a business, there were only 2 500 new registrants. The arrival of self-employed workers will not be fully visible until December.
"Although the share of unemployed rose slightly in absolute terms in November, the Czech Republic has the lowest unemployment rate in the EU. The Czech Labour Office can boast record results. It has provided jobs for more than 262,000 people since the beginning of the year, a year-on-year increase of 77 %, and thanks to intensive support for retraining, which has increased by 115 %, it is helping more and more people to find better jobs on the labour market." said the Minister of Labour and Social Affairs Marian Jurečka (KDU-ČSL).
A key prerequisite for the Czech Republic to grow economically is a more efficient labour market, i.e. for even more people to find the best jobs and for even more employers to recruit enough workers with the right skills. And a crucial component of this is digital education.
Director General of the Office of the Director General Daniel Kristof says: "The task of the Labour Office is not only to provide support and assistance to people without work or in a difficult life situation. I am glad that we are also fulfilling our other role and actively helping people who, for example, have a job and want to strengthen their digital skills and improve their position on the labour market. Currently, more than 58,000 people are improving their digital skills thanks to us. Skills in the use of artificial intelligence, data analytics and other digital tools and technologies are crucial for maintaining the competitiveness of the Czech economy. The more Czechs and Czech companies are able to take advantage of the opportunities that modern technologies bring us, the more prosperous our society will be and the more prepared it will be for a rapidly changing environment. Thanks to programmes co-funded by the European Union, we have significantly increased investment in retraining and digital education this year, with more than one billion crowns already allocated for the 58,000 participants mentioned above. According to the preliminary conclusions of a new study on the future of the labour market, which is being completed by BCG in cooperation with the Ministry of Labour and Social Affairs and Aspen Institute CE, 415,000 new jobs will be created in the Czech Republic by 2035, mainly in the service and technology sectors. By contrast, 335,000 jobs will disappear. "Based on our data and models, we expect the Czech labour market to change significantly over the next decade, with almost a quarter more jobs being created than lost, which is still a significantly positive balance. A dominant role in the transformation of the labour market will be played by the development of generative artificial intelligence, which, by automating routine tasks, analysing content, improving customer support and accelerating innovation across industries, will impact more than 40 % jobs in the Czech Republic over the next 10 years," notes Jiří Švejcar, Partner and Associate Director of the consulting firm BCG. "Some positions that were previously performed exclusively by humans will be fully or partially replaced by new technologies. This trend is already evident, for example, in the banking or media market, and the most affected professions will be application developers, data clerks, lawyers and others, almost 600,000 workers in total. Those who are able to adapt to the new way of working and the use of generative artificial intelligence will succeed. Others will have to retrain significantly to succeed in related fields. That's why it's extremely important to keep educating yourself in technology and to ask your employer to do the same," concludes Jiří Švejcar of BCG. According to him, the greatest shortage of workers in the future will be among teachers, nurses or technicians in industry.
The increasingly prominent role of AI is also evidenced by e-shop statistics www.jsemvkurzu.cz. Of the more than a thousand digital courses currently available on this e-shop, the the most popular courses are courses in artificial intelligence and web development.
In the records of the Planning Office in November 2024 38 039 people newly registered. In the regional comparison, the share of unemployed persons increased month-on-month in the Karlovy Vary Region and the Vysočina Region. In absolute terms the highest month-on-month increase in the number of job seekers in the South Moravian, South Bohemian and Karlovy Vary regions. Compared to the previous month slightly the number of job vacancies has fallen locationsto 255 641 (265 972 in October).
A large number of refugees are working, women predominate
According to the Labour Office of the Czech Republic, at the end of November 2024 there were a total of 154 500 valid employment relationships concluded with persons from Ukraine granted temporary protection (this is a qualified estimate). Women predominated in these employment relationships, numbering 95,619 (i.e. approximately 62 % employment relationships). Most of them were realized in Prague (27 660), the Central Bohemia Region (27 479) and the Pilsen Region (20 478). Most often people with temporary protection work as construction, production and transport helpers or as assemblers of products and equipment, as well as drivers and operators of mobile equipment.
In certain areas, employers gained much-needed staff.
At the end of November, the ÚP ČR recorded a total of 15 990 citizens of Ukraine with temporary protection (in October 15 783 persons) who applied for inclusion in the register of jobseekers (2305 jobseekers, compared to 2238 jobseekers in October) or for job placement (13 685 jobseekers, compared to 13 545 jobseekers in October). Of the total number of jobseekers, citizens of Ukraine with temporary protection accounted for 5.5 % (5.5 % in October). Since the outbreak of war in Ukraine until 30 November 2024, a total of 62 265 (61,139 by October) persons with temporary protection.
One of the most frequent barriers to the exercise of skilled professions in particular for this group of clients is language barrier. The Labour Office of the Czech Republic therefore offers citizens from Ukraine with temporary protection, among other things, assistance with financing retraining courses in Czech language for foreigners, where a total of 18 054 citizens from Ukraine with temporary protection have entered so far (since the outbreak of the conflict in Ukraine) and 13 681 of them have already graduated. In November 2024, 709 citizens from Ukraine with temporary protection started the course (923 in October, 935 in September, 407 in August, 526 in July, 618 in June, 797 in May, 797 in April, 849 in April, 926 in March, 903 in February, 544 in January) and 694 of them successfully completed the retraining in this month.
Unemployment rose year-on-year in all regions except Prague, the lowest in the Olomouc Region
Highest share of unemployed persons (share of jobseekers aged 15-64 who are reachable) in November was in the Ústí nad Labem Region (6.0 %) and the Moravian-Silesian Region (5.5 %). These regions had the highest share of unemployed persons in the same period last year. On the contrary lowest unemployment was in Prague (2.8 %) and in the Pilsen Region (3.0 %). Olomouc Region, where the share of unemployed persons increased by 0.7 percentage point compared to November 2023. At the district level, the differences are even more pronounced. Lowest unemployment was at the end of November in the districts of Praha-east (1.4 %), Praha-západ (1.6 %), Plzeň-jih (2.1 %), Rychnov nad Kněžnou (2.1 %) and Pelhřimov (2.3 %). On the other hand highest proportion of unemployed Karviná district (8.3 %), Most (8.2 %), Bruntál (7.0 %) and Chomutov (6.8 %). Compared to October, unemployment increased the most in Jeseník district (by 7.9 %).
More than a third of the unemployed are people over 50, the share of apprentices and secondary school graduates is growing
Average age unemployed in November 42,5 years old, last year it was 42.6 years. The age structure of job seekers has not changed significantly over the last five years. And even over the past 12 months there have been only slight changes.
The share of unemployed persons in the age group increased year-on-year in November up to 29 years old by 0.6 percentage points and in the category 50 plus by 0.3 percentage point. As of 30 November 2024, the total number of people registered with the ÚP ČR was 104 483 applicants over 50 years of age and made up 36 % of the total number of unemployed.
In terms of educational level, jobseekers were most often unemployed with lower qualifications, especially apprenticeships without a high school diploma and with primary education.
In the past month, job seekers 38 166 persons with disabilities (OZP) - 13.1 % of the total number of unemployed. Employers offered them a total of 11 474 vacancies. The most frequent positions were for cleaners and domestic helpers, security guards, production assistants and truck and bus drivers.
Changes in the structure of the unemployed by educational level show that the the highest year-on-year increase occurred in the case of apprentices of registered applicants (by 8 307) and for applicants with secondary education (by 8 028). As for the breakdown by professions, as of the end of November it was in the records of the Office of the the most auxiliary and unskilled workersand that is 84 960.
At the end of November, the ÚP recorded a total of 17 714 adolescents (aged 15-18) and school leavers of all levels of education. Month-on-month, it is 1,329 fewer people, and year-on-year, it is 2,612 more people. They accounted for 6.1 % of total unemployment (October - 6.6 %, November 2023 - 5.7 %). Within this category graduates and teenagers registered by the ÚP total 12 116 graduates and total 5644 juveniles (October - 5477, November 2023 - 4948), teenagers were 1.9 % of the total number of jobseekers. Like other groups of jobseekers at risk of long-term unemployment, the ÚP ČR pays increased attention to these clients. Candidates are on the register for an average of 495 days
Over the last 12 months, the structure of jobseekers according to the length of time they have been registered with the Office of the Labour Office of the Czech Republic has changed. Year-on-year comparison the proportion of those who have been out of work for less than three months has fallen, in the total number of unemployed by 2 percentage points to 33.6 %. This is a total of 97 700 persons. In contrast, the share of jobseekers who have been registered for more than 12 months increased by 1.5 percentage points to 32.1 % (93 222 persons). Average length of registration compared to October increased by two days to 495 days.
Over 24,000 people found a new job in November thanks to the Office, almost 40 % more than last year
During November, the ÚP 38 039 people have newly registered. This is a month-on-month decrease of 1493 persons (3.8 %) and a year-on-year decrease of 698 persons (1.8 %). Most new of the unemployed Moravian-Silesian (4935) and South Moravian Region (4706). On the contrary least The Karlovy Vary Region (1288). In terms of districts, the highest number of newly unemployed entered the ÚP register in Prague (3712) and the lowest number in the Rakovník District (157). About job placement and inclusion in the register Currently, people who come from e.g. retail, public administration and defence, wholesale trade, education, metal construction, catering and hospitality, or crop and livestock production are mainly applying for the CRP.
Labour Office of the Czech Republic in November 24 098 people found new jobs (i.e. 38.5 % more than last year, 27 386 people this October). On the other hand, from the records left 36 617 applicants, i.e. 4,817 fewer (11.6 %) than in the previous month and 465 more (1.3 %) than in November 2023. The new job Retrieved from 27 357 people. Less than 30 % registered claimants receive unemployment benefits
Unemployment benefits were received in November 86 128 people, which represents 29.7 % of all jobseekers (October 2024 - 29 %, November 2023 - 29.2 %). The number of jobseekers eligible for unemployment benefits increased by 9142 persons year-on-year. On average, claimants received 11 477 Kč per month (October - 11 618 CZK). Unemployment support up to 4500 CZK received 2654 (3.1 %) persons. These are mainly clients who came to the registration of the Office of the Czech Republic, for example, after the end of parental leave, were caring for a loved one or were temporarily unable to work after the end of gainful employment. Maximum amount of aidthat is to say 24 608 Kč, then the ÚP ČR paid out in November 4398 (5.1 %) to job seekers.
In November 2024, according to preliminary data, the ÚP paid out a total of CZK 1 059 656 thousand in unemployment benefits and retraining. CZK 1,071,501 thousand in October 2024.
The number of vacancies fell slightly, employers are looking for the most people in Prague and the Central Bohemian Region
At the end of the previous month, employers offered a total of 255 641 vacancies, 10,331 less than in October and 23,067 less than a year ago (down 8 %). On average, there are approximately 1.1 job seekers per vacancy in the Czech Republic. Of these, the highest number were in the districts of Karviná (11), Děčín (6.6), Hodonín (6.1), Bruntál (5.9). At 73.8 % of the reported vacancies, employers are looking for candidates with primary or lower education, 68.4 % then create vacancies suitable for foreigners. Employers have according to the records of the Labour Office of the Czech Republic most often interested building construction workers, assembly workers, cooks, forklift truck operators and warehouse workers, truck and tractor-trailer drivers or cleaners. Highest demand new employees are needed in Prague (76,871 jobs) and in the Central Bohemian Region (48,421 jobs).
The ÚP ČR helps within the framework of the key activity, which is labour market monitoring, employers filling vacancies, as well as jobseekers with job placement. Among other things, it organises selection procedures for companies, thematic seminars or helps with retraining.
Active employment policy: over 40,000 retrained since the beginning of the year
The ÚP of the Czech Republic pays increased attention to all groups of applicants and candidates at risk of long-term unemployment. As of 30 November, a total of 17 478 jobseekers and jobseeker applicants (this is the total number of all jobseekers or jobseeker applicants using any APZ tool at the end of November 2024).
For example, at the end of November, there were people working as part of community service (VPP) 549 people. Employment 5655 people were supported with funding under the Dedicated Socially Useful Jobs (SUMP). For axis employers have created completely new jobs, under which the ÚP ČR contributes to their equipment (SÚPM). 582 former jobseekers were in private business at the end of November 2024 with support obtained through the SUTP.
A commuter allowance also helps with the return to the labour market. In November 2024, the ÚP ČR supported 364 people. The Office of the Czech Republic also pays increased attention to persons with disabilities (PWDs), who are also provided with employment support allowances. At the end of November, the following were supported in this way 313 OZP. An important retraining is a tool of the APZwhich the Labour Office of the Czech Republic uses to financially assist not only job seekers but also job applicants, i.e. those who have a job. As of 30 November 2024, the following people were participating 6644 persons (as of 30. 11. 2023 it was 3093 people, i.e. 115 % more year-on-year). In total, since the beginning of this year, the following have started retraining 40 927 clients.
Here the most frequently implemented retraining are Czech language courses for foreigners, digital skills including artificial intelligence and courses aimed at obtaining specific professional certificates.
There is also interest in performance of public service. In total, the ÚP has contracted 5606 positions with its organizers, primarily municipalities, non-profit organizations, primary and kindergarten schools, and libraries. Most of them are in the Ústí nad Labem Region (1914) and the Moravian-Silesian Region (1415). These are not only activities to ensure the cleanliness of streets and other public spaces and greenery, but also activities that people perform during publicly accessible sporting, cultural and similar events. Last but not least, public service also takes place in the form of auxiliary activities in the provision of social care (e.g. outpatient and field social services), etc.
For public service in November, a total of 3,227 people. Public service is performed mainly by people in material need, who thus fulfil the obligation of activation and efforts to increase their income through their own work. The benefit is that, in the case of performance of more than 30 hours per month, participants also receive an increase in the minimum on which the amount of the living allowance is calculated.
