For the first time in history, the BRICS countries have issued a joint declaration on global governance of AI, with the ambition of creating a fairer and safer global framework for the development and use of AI.

At the BRICS Summit in Rio de Janeiro on 6-7 July, leaders of the five emerging countries adopted a landmark document BRICS Leaders' Statement on the Global Governance of Artificial Intelligence. This is the first ever consensus at the level of BRICS heads of state on AI regulation.

The declaration identifies AI as a critical opportunity to foster innovation, increase productivity, drive sustainable development and improve human well-being. It emphasises the needs of all countries, especially those in the Global South.

The document rests on four pillars: UN-led multilateralism, equitable access to technology, equitable and sustainable development, and ethical, trustworthy AI serving all of humanity.

BRICS countries promote digital sovereignty, fair competition, sustainability and the protection of cultural diversity. AI should be transparent, humanly auditable and free from bias and misinformation, while protecting both the public interest and intellectual property.

The statement also responds to concerns about the impact of AI on the labour market, education and the spread of misinformation, and calls for international cooperation in setting rules for responsible development.
