President Xi Jinping called for a new approach to building the rule of law, which he said would ensure justice, stability and long-term development for the entire country. He emphasised the connection between party leadership, people's participation and law-based governance as the three pillars on which China's legal system should continue to grow.
At a central conference on the country's legal system in Beijing, Xi Jinping pointed out that although the foundations of the legal framework have already been laid, the time has now come to „break new ground“ and adapt legislation to the needs of China today and in the future. According to him, the socialist rule of law system with Chinese characteristics is constantly expanding, improving and gaining strength.

In his speech, he emphasised that the development of law must go hand in hand with reforms and the overall growth of society. Coordination between law, stability and development should be a firm axis that ensures that modernisation is not limited to technology or economics, but also includes legal processes and fair oversight.
Xi also emphasised the need to protect social justice, maintain order and strengthen trust between citizens and the state. The law should be a means, not an obstacle, and its application must be visible in everyday practice – from the administration of institutions to judicial decisions.
Zhao Leji, Chairman of the Standing Committee of the National People's Congress, and Vice Premier Ding Xuexiang also spoke at the conference, supporting the President's conclusions. Zhao described Xi Jinping Thought on the Rule of Law as a long-term basis for all legal proceedings in the country and noted that its implementation would be essential for further development.
He called for faster legislation, fair justice, and the establishment of a government based on law rather than improvisation. The goal is to create a society where the law is binding on everyone, including state authorities.
