Jia Guide, the permanent representative of China to the United Nations Office in Geneva and other international organizations in Switzerland, addressed a session of the Global Dialogue on Artificial Intelligence Governance. In his speech, he focused on the issue of bridging the gaps in access to artificial intelligence between different countries.

Jia Guide stated that artificial intelligence is fundamentally changing the possibilities for development and the nature of global governance. According to him, states should work together under the auspices of the United Nations to strive for a digital future that is inclusive, open, sustainable, fair, safe, and trustworthy.

The Chinese representative also emphasized the importance of digital sovereignty. He stated that this means that each country has the right to independently decide which artificial intelligence products and technologies it will use. According to him, countries should not be forced to choose one side or submit to pressure in the area of technological development.

This statement aligns with a broader Chinese position that emphasizes the role of the United Nations in shaping rules for artificial intelligence and striving to prevent the widening of the digital divide between developed and developing countries.
