At the invitation of Valentina Matviyenko, Chair of the Federation Council of Russia, and Vyacheslav Volodin, Chairman of the State Duma, Zhao Leji, Chairman of the National People's Congress of China, paid an official friendly visit to Russia from Wednesday to Saturday.
During his visit, Zhao Leji met with Valentina Matviyenko and Vyacheslav Volodin in Moscow, and also attended the 11th China-Russia Inter-Parliamentary Cooperation Committee meeting.
Zhao Leji stated during the meetings that, under the strategic guidance of the top leaders of both countries, China-Russia relations have entered a new stage characterized by faster development and new achievements.
He emphasized that China is ready to work with Russia to implement the important agreements reached between the heads of state, to develop the traditional friendship between the two countries, to strengthen mutual strategic trust, to deepen mutually beneficial cooperation, and to promote the high-quality development of bilateral relations.
The Importance of Parliamentary Cooperation
According to Zhao Leji, the legislative bodies of China and Russia play an important role in supporting bilateral relations. He noted that, based on their respective powers and responsibilities, they maintain active exchanges at various levels and in various fields, strengthen mutual understanding and trust, and contribute to the development of bilateral cooperation.
He called for expanding the exchange of experience in the areas of national security, environmental protection, artificial intelligence, and legislation related to foreign affairs.
Valentina Matviyenko, Chair of the Federation Council, stated that the presidents of the two countries have brought Russia-China relations to a historically high level.
She emphasized that the Federation Council is ready to strengthen contacts with the National People's Congress and to provide legislative support for cooperation in the areas of economy, trade, investment, energy, culture, transportation, and regional development.
Vyacheslav Volodin expressed his readiness to expand cooperation between the parliaments, including the exchange of experience in the field of artificial intelligence. At the same time, he reaffirmed his support for the principle of "one China" and emphasized Russia's interest in developing multifaceted cooperation with China in protecting the results of the Second World War.
Support for Projects and Cultural Exchanges
At the 11th China-Russia Inter-Parliamentary Cooperation Committee meeting, Zhao Leji said that the legislative bodies of the two countries should continue to support the implementation of agreements reached between the top leaders, as well as approved documents and important joint projects.
He also emphasized the need for the timely approval and implementation of legal documents supporting bilateral cooperation and protecting the legitimate rights and interests of business entities.
Zhao called for active participation in projects such as the China-Russia Years of Education, which are intended to contribute to deepening cultural and social ties between the people of the two countries.
He also said that regional legislative bodies should be more involved, as they can contribute to expanding cooperation at the local level. At the same time, he emphasized the importance of coordination within multilateral international forums in promoting international justice and fairness.
Memorial and Historical Events
During his visit, Zhao Leji viewed a photographic exhibition commemorating the 25th anniversary of the signing of the China-Russia Treaty on Good-Neighborly Friendship and Cooperation. He also visited an exhibition dedicated to the site where the 6th Congress of the Communist Party of China was held in Moscow.
The program also included a wreath-laying ceremony at the Tomb of the Unknown Soldier in Moscow. During his visit, Zhao Leji also traveled to Irkutsk.
