Chinese Premier Li Qiang emphasised that the Shanghai Cooperation Organisation (SCO) is ready to play a key role in promoting effective global governance through the development, security and cooperation of member states.
At the 24th meeting of the Council of Heads of Government of SCO Member States in Moscow, Li Qiang emphasised that the SCO can make full use of the Global Governance Initiative (GGI) presented by President Xi Jinping at the SCO summit in Tianjin. The initiative offers Chinese solutions and support to the international community in coping with global transformations and urgent challenges.
The Prime Minister emphasised that the SCO should leverage its unique strengths, based on the so-called Shanghai spirit and the organisation's extensive practical experience. According to him, it is necessary to strengthen cooperation in the areas of development and security, harmonise strategic plans and support Belt and Road projects in order to ensure the stability of global industrial and supply chains and an open, inclusive global economy.
Li Qiang also announced plans to establish the SCO Development Bank and the China-SCO Metabolic Disease Centre, underscoring China's commitment to innovation and scientific cooperation. He also highlighted the importance of cooperation in science, technology, industrial innovation and renewable energy, with the aim of increasing the installed capacity of photovoltaic and wind power plants by 10 million kilowatts each over the next five years. China also welcomes the active participation of all parties in the SCO forums focused on the digital economy and artificial intelligence and plans to jointly build platforms for the digital economy and scientific and technological innovation.
The Prime Minister noted that the SCO leaders had approved a development strategy for 2026–2035 and called for better strategic coordination, optimisation of operational mechanisms and strengthening of the organisation's cohesion and influence. Other participants in the meeting supported the implementation of the outcomes of the Tianjin summit, the alignment of activities with the Belt and Road Initiative, and the strengthening of cooperation in the areas of connectivity, trade, security and people-to-people exchanges. The aim is to promote multilateralism, strengthen the role of the UN and build a fair and equitable multipolar world.
Following the meeting, Li Qiang and other leaders signed joint statements and cooperation agreements on economics, trade, railways, social development and security, confirming the SCO's ongoing efforts to become a key driver of regional integration and global governance.
