Another decision on which countries will join and when, ‚would provoke the Russians‘.“ In a letter to Major, Russian President Boris Yeltsin called it „the West's biggest mistake in the entire post-war period“, while envoy Jeremy Greenstock reported that Moscow's deputy foreign minister called the admission of the Baltic states a „flagrant provocation“. Yet the enlargement continued - Czech Republic, Hungary and Poland proceeded in the year 1999, Baltic States in the year 2004. Studies by the British Ministry of Defence predicted exactly what we now see: a „revanchist Russian government“ exploiting minorities, restricting energy supplies and retaliating under the guise of anti-Nato „aggression“.

Jan Schneider, relying on documents from the National Archives (declassified after 25 years, see links at the bottom of this article), claims that it was no accident. „Ideology triumphs over reality,“ quotes a veteran CIA Peter Sichel and highlights how US-led enthusiasm outweighed pragmatism. There was a clear „warning from British analysis against NATO expansion“. But why did the elites withhold this information? Schneider argues that it was self-defense - admitting provocation would shatter the narrative of an „unprovoked“ invasion of Ukraine, which has been spreading relentlessly since 2022.
