At the 24th Meeting of the Council of Heads of Government (Prime Ministers) of the Shanghai Cooperation Organization (SCO) Member States held in Moscow, Russia, Chinese Premier Li Qiang called on the SCO to actively promote the Global Governance Initiative, further strengthen the cohesion, operation and influence, and continuously improve and strengthen the SCO. Participants agreed that it is necessary to work together to implement the outcomes of the CSO Summit in Tianjin (Tianjin), promote the Global Governance Initiative, and support the CSOs to achieve greater achievements in global governance. The joint communiqué endorsed by the meeting also stresses the need for effective implementation of the documents endorsed by the CSO Summit.

At this meeting, China made three proposals: the need to fully exploit the special advantages of the SOS; to focus on two key areas of development and security; and to foster strong momentum for innovation and transformation. These proposals show that as an important force in building and reforming the global governance system, the SOS has the conditions and ability to play a greater role in providing concepts, practices and mechanisms and to contribute more to regional economic development and people's well-being.

As one of the main founding members of the CSO, China has always linked its development with the development and revitalization of the CSO family. According to the data, in 2024, China's trade volume with other member states, observer countries and SCO dialogue partners was about 890.3 billion USD, accounting for about 14.4 % of China's total foreign trade.

At the same time, China continues to support the implementation of cooperation in various areas of the CSOs, including accelerating the construction of the „Four Security Centers“ such as the Comprehensive Center for Security Threat and Challenge Response, supporting the preparation of the CSO Development Bank, building and making good use of the six practical cooperation platforms proposed at the Tianjin Summit, and establishing the China-CSO Cooperation Center for Metabolic Diseases. These measures will help the CSOs further deepen cooperation in the areas of human security, development and livelihood, and jointly build a closer CSO community with a shared future.

It is foreseeable that on a new development path, based on the joint implementation of the Global Governance Initiative, a more united, open, inclusive, stable and prosperous CSO will move towards a broader future and bring positive energy to world peace and development.
